A major luxury resort is being developed beside one of Lagos’s most important coastal landscapes. We are asking for the project to be paused until its environmental impacts have been independently and transparently assessed.

What is happening at Meia Praia
The proposed development beside Meia Praia is a large five-star hotel by the Portimão-based Jupiter Hotel Group, with several pools, spas, restaurants, a private outdoor amphitheatre and a large parking structure. It is phase one of a three-phase scheme that would add a second hotel next to the first, plus residences. Land clearing has begun ahead of full-scale construction planned for this autumn, with phase one completion targeted for June 2029. To our knowledge the developer does not yet hold an approved engineering or construction permit from the Câmara Municipal de Lagos.

Why people are concerned
Questions that a contemporary assessment should answer
None of the points below is presented as a proven impact. Each describes a matter that, in our view, requires assessment and public explanation before irreversible works proceed.
No publicly identified contemporary assessment
We have not been able to identify a current, publicly available environmental impact assessment for the project as now proposed.
Traffic and human pressure
Several hundred additional daily users could increase vehicle movements and foot traffic across a sensitive coastal margin.
Lighting, runoff and construction disturbance
Artificial lighting, stormwater discharge, noise and dust may affect coastal habitats and nocturnal species. The mitigation proposed has not yet been publicly demonstrated.
Sustainability claims that need testing
We expect the project to be promoted as environmentally sustainable — green roof, solar panels, lagoon repair. Those claims should be assessed on evidence by independent experts, not accepted from marketing material.
A three-phase scheme, not one hotel
What is being cleared is phase one. A second hotel and residences are envisaged. Assessing only the first hotel would understate the scale of what is proposed.
Cumulative development
Meia Praia has seen successive tourism projects. Cumulative effects may differ materially from the effects of any single project assessed alone.
Protection of public and EU investment
Public money was spent restoring this dune system. How that investment is safeguarded has not yet been publicly explained.
The public investment
Europe and Lagos invested millions to restore these dunes.
The Municipality of Lagos completed a major rehabilitation and recovery project for the approximately five-kilometre Meia Praia dune system. The intervention was supported through the European Union Cohesion Fund and included elevated boardwalks, dune stabilisation, controlled pedestrian access, removal of invasive vegetation and protection of the natural coastal system.
How will a major new tourist development be reconciled with the conservation, resilience and access-management objectives of this publicly funded project?
